The Concordia Student Union (CSU) did not reach a quorum at its special council meeting (SCM) on Oct. 6, subsequently failing to address any items on the agenda.

Meetings must reach a quorum of at least one-third of CSU councillors. The CSU has 24 councillors, which means eight councillors need to be in attendance for a meeting to proceed.

Only six councillors showed up to the meeting.

The agenda included the approval of the fee levy policy and the elections and referenda policy. There was also a motion to extend the deadline for fee levy applications, an amendment to CSU bylaw 6.6.1, the hiring of a new chief electoral officer (CEO) and a discussion of the Students for Free Speech handbook distribution.

The following day, CSU internal affairs coordinator Lina Elbakaye announced that the CSU executive team enacted an executive decree to authorize the appointment of Harerta Abraha as CEO.

They also approved the fee levy and elections and referenda policies, extended the deadline for fee levy applications to Oct. 5 and amended bylaw 6.6.1 by striking the word "October." This amendment means only one regular council meeting (RCM) will be held this month.

Bylaw 7.6.1, amended during the previous RCM, allows a CSU executive to exercise the council's powers if an SCM fails to reach quorum, with the written consent of three other executives.

The decree was signed by Elbakaye, along with finance coordinator Adey Singer, sustainability coordinator Zoe Erika-Okoye and academic and advocacy coordinator Isabelle Ranger.

The meeting, which was announced to councillors on Oct. 1, was called to order at 7:00 p.m. and adjourned at 7:03 p.m.
